I would like to introduce to you the country that is Estonia. It is a beautiful country in Northern Europe. It borders Latvia to the south and Finland to the north.
It has only 1.3 million people in its total population but you know what is amazing, it ranks very high in all international rankings for quality of life, education, media freedom etc.
Estonia tops any list of human development in Western Europe or North America. As we all know, Finland, Denmark, and Sweden all tend to do very well on the HDI index but Estonia was also surprisingly high on the HDI index.

It's really hard for a country like this to do that because as I mentioned, it's limited by its population and it's not able to attract a lot of talent because they don't have a lot of media floating around.
Another reason for the demand for foreign workers is the record labour shortage in Estonia. Even though it's a small country Estonia is going through some record labour shortages where job vacancies posted in 2022 are already 38% higher than jobs posted in 2021, with more than 13,000 jobs already vacant.
Now, 13,000 may not be a huge number when you compare it to a populous country like France or Germany but 13,000 can make a lot of difference for a country like Estonia and the last reason the demand for foreign workers is increasing is the ageing population.
Ageing population is a problem in the Western world and Estonia is also a part of the West. Fewer people come into the workforce and more people retire so everyone who retires needs a lot of government support like they need fully covered health care, they need pensions, they need retirement benefits, etc.
Much of the country's budget goes to protecting seniors and veterans, and if fewer people enter the workforce that means the government's overall tax revenue shrinks.
